英文中有兩個(gè)詞似乎都對(duì)應(yīng)著中文的責(zé)任:responsibility和accountability. 一翻譯成中文,看不出意思有什么差別,可是實(shí)際上二者差異甚大。比如煤礦安全,具體說起來應(yīng)該是礦上安全部門的responsibility.可是一旦出事,煤礦的頭頭,當(dāng)?shù)卣陌踩块T官員,甚至當(dāng)?shù)卣I(lǐng)導(dǎo)全要承擔(dān)后果。這些人所承擔(dān)的,準(zhǔn)確的說,是accountability. 再比如:
In fact, YouTube could be seen as a new tool for political accountability. As a G.O.P. official notes, "If you don't say something stupid, you don't have to worry about YouTube." (From the Aug. 28, 2006 issue of TIME magazine)
上面一段話說的是參議員George Allen口誤,被網(wǎng)站YouTube給逮住,無法賴賬。所以上文也就是說YouTube可以用來作為強(qiáng)化責(zé)任歸屬的新型工具。既然“你不說什么愚蠢的話,就不怕YouTube”,反過來看,一旦說了什么愚蠢的話,則會(huì)有人來糾你辮子,hold you accountable的。
當(dāng)我們屢屢說及“官員問責(zé)”的時(shí)候,我們或許是在說accountability, 而不是responsibility. 在任何其它組織也都一樣,
只有我們明確了accountability的時(shí)候,我們才會(huì)真正讓人對(duì)某事認(rèn)真對(duì)待。例如:
Mary is a low performer.
She has a lot of responsibilities, but she is smart enough to find out that her colleagues are held accountable for the mistakes that she makes. (瑪麗的業(yè)績很差。她的工作范圍倒很廣,可是她這人很聰明,知道她犯下的錯(cuò)誤總有同事來替她兜著。)
因此,好的組織應(yīng)該在明確工作范圍的同時(shí),也明確acccountability. 比如課程設(shè)置或許是教學(xué)秘書的Responsibility, 可是系主任,乃至學(xué)校**都有accountability. 如果設(shè)計(jì)錯(cuò)誤,或者不合理,那么這一干人等都難脫干系。而具體負(fù)責(zé)某事,對(duì)其承擔(dān)responsibility的人,甚至可以因?yàn)橘Y源的不足,或者其它部門的不配合,而不對(duì)最終的結(jié)果承擔(dān)accountability。這有時(shí)候是職場老油子的脫身之術(shù),有時(shí)候卻也是實(shí)情。我以前的上司有句名言,這工作范圍是你的,但是責(zé)任是大家的。我覺得很有道理。這并不是說哪個(gè)具體負(fù)責(zé)的人可以不對(duì)后果承擔(dān)責(zé)任,而是說所有聽到他話的人都必須提供必要的配合,否則的話,行政部或許要為財(cái)務(wù)部的失誤承擔(dān)責(zé)任。這是現(xiàn)代組織一個(gè)很無奈的現(xiàn)實(shí),每個(gè)人都活在一張或多張網(wǎng)里。你的一舉一動(dòng)或許都會(huì)牽動(dòng)其它部門。
