加拿大多倫多大學(xué)政治學(xué)教授、G20研究小組負(fù)責(zé)人之一約翰·科頓撰文指出，在呼應(yīng)布里斯班峰會(huì)通過(guò)的行動(dòng)計(jì)劃同時(shí)，安塔利亞峰會(huì)將在基礎(chǔ)設(shè)施投資、貿(mào)易和結(jié)構(gòu)性改革等問(wèn)題上推出新舉措。
土耳其看重并支持把G20打造為全球經(jīng)濟(jì)治理的核心平臺(tái)，也尋求借助這個(gè)平臺(tái)提升自己的國(guó)際形象和地位。面對(duì)即將到來(lái)的峰會(huì)，土耳其呼吁采取行動(dòng)落實(shí)G20成員國(guó)就實(shí)現(xiàn)“有力、可持續(xù)和平衡增長(zhǎng)”所作出的承諾，并呼吁為青年創(chuàng)造就業(yè)機(jī)會(huì)、支持中小企業(yè)發(fā)展并賦予女性更多權(quán)益。
包容性仍是改革難點(diǎn)
以美元為核心的國(guó)際金融體系被視為2008年金融危機(jī)的罪魁禍?zhǔn)?，也是全球?jīng)濟(jì)周期性失衡和金融危機(jī)頻發(fā)的重要原因之一。在把G20打造為全球治理體系主平臺(tái)的過(guò)程中，建立公平公正、包容有序的國(guó)際金融體系是題中應(yīng)有之義。
土耳其“赫薩經(jīng)濟(jì)研究中心”主任拉馬贊·塔什告訴新華社記者，全球經(jīng)濟(jì)可能面臨一場(chǎng)新危機(jī)，危機(jī)可能由貨幣戰(zhàn)、利率戰(zhàn)和貿(mào)易戰(zhàn)引發(fā)，根源在于缺乏良好的全球經(jīng)濟(jì)治理。國(guó)際貨幣基金組織、世界銀行和世界貿(mào)易組織等機(jī)構(gòu)在處理危機(jī)方面已然“過(guò)時(shí)”，必須加以改革。
土耳其經(jīng)濟(jì)政策研究基金會(huì)專(zhuān)家烏薩爾·沙赫巴茲告訴新華社記者，就改革而言，國(guó)際金融體系存在兩大包容性問(wèn)題。首先是國(guó)際金融機(jī)構(gòu)包容性欠佳，特別是國(guó)際貨幣基金組織2010年改革方案因美國(guó)阻撓未能實(shí)施。同時(shí)，雖然新興經(jīng)濟(jì)體表示愿意出資，但世界銀行增資方案仍未落實(shí)。
第二大問(wèn)題是金融監(jiān)管改革的包容性欠佳，他認(rèn)為全球銀行業(yè)新標(biāo)準(zhǔn)《巴塞爾協(xié)議III》可能阻礙金融業(yè)發(fā)展，尤其妨礙發(fā)展中國(guó)家的貿(mào)易融資、長(zhǎng)期性基礎(chǔ)設(shè)施投資和中小企業(yè)融資。
沙赫巴茲認(rèn)為，通過(guò)改革降低全球金融體系風(fēng)險(xiǎn)是必要的，但相關(guān)改革應(yīng)當(dāng)根據(jù)各國(guó)實(shí)際情況設(shè)計(jì)。土耳其創(chuàng)立G20中小企業(yè)論壇，就是希望為中小企業(yè)發(fā)展?fàn)幦】臻g。土方也希望中國(guó)在接任G20主席國(guó)后繼續(xù)提供支持，使得全球治理體系更具包容性。
首次關(guān)注難民與反恐問(wèn)題
土耳其外交部上月底曾向媒體表示，安塔利亞峰會(huì)還將討論應(yīng)對(duì)難民危機(jī)和反恐難題?？祁D預(yù)計(jì)，G20**將在首次晚宴上討論如何更好應(yīng)對(duì)難民問(wèn)題，并可能討論敘利亞和伊拉克問(wèn)題。
土耳其目前已經(jīng)接納了200多萬(wàn)敘利亞難民，承受了經(jīng)濟(jì)和安全上的雙重壓力。今年夏天難民潮沖擊歐盟國(guó)家，開(kāi)始引起國(guó)際社會(huì)關(guān)注。目前土歐已就合作應(yīng)對(duì)難民危機(jī)達(dá)成初步協(xié)議，歐盟以提供資金援助等條件換取土耳其重新接納遭遣返的難民。
